Technically Vegeta kind of did plus we got to see where Vegeto the arm folding and using nothing but his feet. And he had no stamina issues like Goku did especially since Vegeta already noticed that from whenever Goku used super Saiyan 3 plus Vegeta had Toriyama original design for super Saiyan 3 from the drawings he had. Even when Goku used super Saiyan 3 against Buu he was still somewhat struggling with Buu. Now if Vegeta had used super Saiyan 3 he'd probably would've destroyed Buu but since he had the time to practice and train with it he was more deadly with it
